Electronegativity is the tendency of an atom or a functional group to attract electrons towards itself (http://en.wikipedia.org/wiki/Electronegativity). The electronegativities of the elements tend to increase from left to right across a period, and increase from bottom to top up a group.
Francium is the least electronegative element, and fluorine is the most electronegative element.
