Well, I am not sure if I can explain it easily to you but I'll try:
your siren makes 2.5 rotations in 1 minute (=60 seconds), the period is the time it takes (for your siren) to make 1 turn only.
Basically in 60 seconds you have #1+1+1/2# turns.
If we divide 60 seconds by the number of turns we are finding the time for one turn.
If you do #60/2.5=24# you are saying that 1 turn takes 24 seconds
Checking with your siren you have #1+1+1/2# turns or #24+24+24/2=60# seconds.

Consider, for example, a simpler case:
If your siren was making 3 turns in 60 seconds...what would be the period (time for 1 turn)?
20 seconds, or #60/3#, in fact 3 turns is #20+20+20=60# seconds!!!!
