Well, I am not sure if I can explain it easily to you but I'll try:
your siren makes 2.5 rotations in 1 minute (=60 seconds), the period is the time it takes (for your siren) to make 1 turn only.
Basically in 60 seconds you have `1+1+1/2` turns.
If we divide 60 seconds by the number of turns we are finding the time for one turn.
If you do `60/2.5=24` you are saying that 1 turn takes 24 seconds
Checking with your siren you have `1+1+1/2` turns or `24+24+24/2=60` seconds.

Consider, for example, a simpler case:
If your siren was making 3 turns in 60 seconds...what would be the period (time for 1 turn)?
20 seconds, or `60/3`, in fact 3 turns is `20+20+20=60` seconds!!!!
