Not sure if this is what you are thinking of but Carbon Capture and Storage (CCS) might be it.

Explanation:

CCS is a technology package that is bolted on to an existing coal-fired power plant or integrated into a new plant to capture CO2, compress it and then inject it into deep geological formations. See pic.

For several decades now this technology has been much touted as a cleaner option for burning coal for power generation. However, the few pilot and commercial plants built in Europe and North America to date, how found that this technology is very, very expensive - adds about $.5 to $1.0B to the cost of a new coal plant. In North America, natural gas is now much cheaper and so interest in CCS is dropping off fast.
