This is a rather simple ratio problem.

Say $x$ is the number Ted can do.

Then my number $= \frac{2}{5} \cdot x = 16$ multiply by $5$

$2 \cdot x = 80 \to x = 40$

Answer : Ted can do $40$ weight lifts.
