The air space nearer the ice block must be cooler(predicted by the zeroth law of thermodynamics)

And so the water vapor present in that region has to condense and eventually most of it joins the ice block in the solid state

By this mechanism, most air in the space above the ice has less vapor and is thus drier than air that is distant from the ice.
