Since there are an infinite number of points along the line #y=2x-1# which could be the center of the proposed circle, there is no single equation for a circle with a center on this line.

For any arbitrary constant #hatx#
the equation would be
#(x-hatx)^2+(y-2hatx+1)^2 = 3^2#

As examples:
#hatx = 0 rarr x^2 + (y+1)^2 = 9#
#hatx=1 rarr (x-1)^2+(y-1)^2=9#
