Phosphorylation can either activate or inactivate a protein
Explanation:
Although in vast majority of cases phosphorylation results in protein activation, there are many proteins that get inactivated by phosphorylation.
Phosphorylation can also occur at different sites (amino acid, position) or many sites on the same protein, each of which results in a different effect. The protein may activate, deactivate, or have increased or decreased affinity to something it binds to.
