It is both and neither of them! Primary and Tertiary relates to the protein's structure and not to its nature.

Explanation:

Scientist have elaborated a classification for representing protein structures. The primary structure consists only in the sequence of aminoacids that compose the protein and does not represent the protein's actual shape. The tertiary structure takes into account many of the electric and chemical bonds between the aminoacids, making the structure fold into a geometric shape (and it is way more like the actual shape of the protein).
