The magnitude of velocity cannot be negative.

Explanation:

Velocity is a vector quantity. Its magnitude is the length of the velocity vector and thus, being length should not be negative. Lowest possible velocity is 0, for example, the velocity of two buses moving side by side is zero with respect to each other.
Negation of velocity terms can be seen as "in the opposite direction". So if #u=(-v)#, it simply means that the magnitude of u is same as that of v while its direction is opposite.
