Neutrally charged? I think you just say electrically neutral. Anyway, ions are atoms that have lost or gained electrons from their neutral states. So they are charged by definition. Protons are positively charged and electrons are negatively charged. Compounds are electrically neutral as the bond is formed to, in case of ionic compounds, neutralize the gained charge.
