This is not a chemistry question as much as it is a biology question. Your fingers can deal with heat better than your tongue because your fingers have a layer of dead skin that protects them from temperatures better than if there was no layer. Furthermore the thicker the layer of skin the more protection, which is why a bath might feel fine to your toe (which has a much thicker layer of dead skin) but when you sit down it is uncomfortably hot.

However, I think a better answer might be, it burns your tongue because you didn't give it long enough to cool off. Be smarter and more patient next time!
