I think it would vaporize.

Explanation:

If there is no external (air) pressure, water would boil at any temperature. You can do this in a science lab by lowering the pressure with a vacuum pump and see water boil at #30^0# or lower.

On the other hand, evaporation takes a lot of energy, so the water will cool, even below freezing point.

So what you're going to see is boiling ice.
