#CO_2# is used in the Calvin cycle to ultimately produce reagents of sugars to build its structure and use for energy.

If the intensity of electromagnetic radiation is low, the "photo" part won't be fueled that well. This light energy is transformed into chemical energy like #ATP# and #NADPH# via enzymatic catalysis or through proton motive force in an electron transport chain.

I would say a good answer to this question is that sugars may be produced at a lower rate than if the intensity was higher.
