The church and the dark ages.

Explanation:

In Europe, the dark ages happened after the fall of the Roman empire so the church was the powerhouse because everybody didn't felt that knowledge is not important, so they rely on their faith towards God.

The church restricted any ideas that are scientific, such as proving the world is round etc. Since knowledge is important, medicine and technology could not advance and a lot of people died from the Black Plague.

So basically, the reason why there is little development in treatment for diseases because it was the dark ages, and if you are sick, you should pray to God instead of advancing the medicine. Hope this helps!
