Interesting question. Surprisingly i couldnt find any information on Encyclopaedia Britannica. However my Basic Inorganic chemistry textbook mentioned that Zinc dissolves in strong bases because of its ability to form zincate ions which is commonly written as #ZnO_2^(2-)#

The reaction is
Zn + #2OH^(-)# -> #ZnO_2^(-2)# + #H_2#
