I think we can also use a prportion (maybe the reason why it is in "Algebra") where:

so we get:
$\frac{\frac{3}{10}}{2 \cdot \frac{3}{10}} = \frac{x}{\frac{14}{20}}$
rearranging:
$x = \frac{14}{20} \cdot \frac{\cancel{\frac{3}{10}}}{2 \cdot \cancel{\frac{3}{10}}} = \frac{7}{20} \text{hours}$
