$18.5 x < 120 - 24$
$18.5 x < 96$
$x < \frac{96}{18.5}$
$x < 5.2$
We can consider that the number of dvds, called $x$, may be $5$ while the cds will be $x + 3 = 8$.

The costs will be:
5×10.5=$52.5 for dvds; 8×8=$64 for cds;
Giving a total cost of 52.5+64=$116.5 which is less than $120#.
