Of the following series of elements....which one is MOST REACTIVE, and which one is LEAST REACTIVE?

Well the least reactive species is the inert gas neon.


And as for the most reactive, you have an alkali metal versus oxygen gas. AS an alkali metal, lithium is a powerful reducing agent. And oxygen gas is a potent oxidant, and will oxidize most everything on the Periodic Table. So for these two elements, you are comparing apples and oranges.
