I would say it converges although I suspect I misinterpreted the question...

Explanation:

From what I understand of the question the beam of light will first meet the interface between air and water which is made of curved glass and applying Snell's Law the parallel rays making up the beam will be bent as in a lens. The beam will be bent again as it passes from glass to water...
I think the amount of bending inside the glass should be negligible due to its very limited thickness so that the bending will be between air and water...a bit as in our eye with the cornea and the humor inside the eye....
