Depends on the temperature.
Explanation:
When the dew point equals the dry bulb the air is saturated with water vapour, or at 100% relative humidity. Usually that means precipitation and or fog. At temperatures warmer than about -25 C that would be the case. At temperatures below that, the humidity gets kind of funny. At a temperature of about -40 the amount of water vapor the air can hold is so small that almost any water vapor is going to get you close to if not 100% relative humidity. This will result in ice crystals being formed in clear air. Temperatures between -25 and -40 have varying degrees of the same situation.
