Honestly, this is based on one's opinion, and there is NO definite answer.

Explanation:

This is a rather opinion-based question, but personally the act of uniting offices under the emperor Augustus Caesar was rather legitimate during that time, as during that time, order had to be restored after the power vacuum left behind by Julius Caesar.

Answering the second part, I would probably say no, as during that time, if he could not unite the offices, then the mixed views of Roman politicians during that era would result in:

  1. The inability to carve out reforms.
  2. The weakness of this government would lead to the downfall of the Roman Empire gradually. (this result is rather similar to the downfall of the Weimar Republic in the early 20th century).
