Explanation:

I think it is based on two reasons:
1. Uracil-Structure:

Thymine-Structure:
(Note that Thymine can be viewed as Uracil containing additional Methyl Group)

So, It can be based on IUPAC nomenclature. (Refer for it).

  1. In Nucleus, during RNA synthesis from DNA, Thymine is replaced by Uracil. Hence, the name can be written like it.
