Explanation:
Without oxygen, fermentation only produces ATP from glycolysis. Which means from one glucose you only net 2 ATP. Actually 4 ATP are made, but use 2 ATP to get it started, leaving you with only 2 ATP.
This is much less then what is created in aerobic respiration which generates more then 34 ATP.
