The producers need to be 10 times greater in mass than the herbivores that they support. and the herbivores 10 times greater than the carnivores they support.

The producers create the food base that determines the number of other organisms that can live in a given area.

The decomposers are essential in recycling the needed nutrients that the plants use to produce food. Without decomposers or some outside source of nutrients like flooding the whole food base would collapase. However the decomposers are not directly determining the number of other organisms in the environment.
