For the most part yes.

Explanation:

Wind is cause by a pressure differential. The differences in pressures creates a pressure gradient force which moves air from areas of high pressure to areas of low pressure. Since one of the main ways to alter pressure is through changes of temperature, uneven heating will create wind.

As there are other ways to change the pressure of air, not all wind is caused by uneven heating, but it is certainly the most common cause.
