Similar to imagination while awake, they may be images evoked during memory sorting and cataloging (diffuse mode thought) while in a sleeping state.

Explanation:

We really do not have specific explanations or mechanisms for most brain activity, including dreams. We can only observe physiological changes and attempt to correlate them with recollections or actions of the individual.

We do know that the brain is never completely "still" or inactive at any time. Our resting state just allows it to work in different ways, including purging out accumulated toxins from more energetic daily activities.
