Explanation:
The pulmonary artery pumps deoxygentaed blood up to the lungs. The blood enters the lungs via capillaries connecting both, and through the process of respiration oxygenates them.
The pulmonary vein brings this oxygenated blood back to the heart, which then circulates it across the bodies bloodstream.
Why the pulmonary artery and vein? Because they evolved to be the most efficient at their task.
