Sea level is taken as the long time average sea level.
Explanation:
This way the influence of tides, wind, seasons is evened out.
This is not the whole story. Different regions of the world have different outcomes for this average.
E.g.in Europe the NAP (Nieuw Amsterdams Peil = Amsterdam mean sea level) is used, Great Britain and the USA have their own zero-point, etc.
