Explanation:

When we calculate a "percent" we are looking for the number of an item that occurs in a "whole" of 100. In that way we can easily scale the values to fit any real number size because it is a proportional ratio.

So, 4% means "4 parts out of 100 parts". Or #4/100# as a fraction, or #0.04# as a decimal.

If we have a lot of 250 parts we can use the percent figure to see that 4% of 250 is #0.04 xx250 = 8# parts.
