A congressman/women is elected to represent the people they represent. They are elected based on their values and how many people in their district associate with those values. Sometimes they have to make a snap decision and don't have time to go to their district and ask the people's opinions. But most of the time, legislation is posted with weeks or months in advance. So they should have time to go home and hold town halls on this issue. Recently though some members of congress are afraid to hold town halls because a lot of people don't like the job their doing. One example in my congresswomen Jackie Walorski. Members of congress are elected to pursue the opinions of their people, not themselves.
