please refer to explaination

Explanation:

rewriting the equation
2y-3x=10
the equation is of type ax + by =c
a coefficient of x
b coefficient of y
for two equations to be parallel
a/(a') = b/(b') c/(c')
so the coefficients of equation we require a=-3 , y=2

so,
2y-3x= c
put y=-5
x=2
2×(-5)-3×2=c
-10-6=c
c=-16
so the equation becomes
2y+16=3x
hope it helps !
