No, methylpropene can form structural isomer but not E-Z isomer.

Explanation:

Methyl propene is always a 2-methyl-propene, if you say 1-methyl-propene then it will be butene which is structural isomers and butene can form E-Z isomer. But in case of methyl-propene, two methyl group is attached to same carbon atom shown in the picture below:

For Z-isomer the methyl group should be in another carbon and opposite to each other which will eventually form but-2-ene. So, E-Z isomer is possible for but-2-ene which is the structural isomer of methyl-propene but for methyl-propene, there are no E-Z isomers.
