Yes.

Explanation:

After the menarche, the girl usually gain 3-4 kilo weight and this continues for the next 4-5years. Because on the onset of puberty, necessary fat is being deposited in the body. #17%# of total fat in the body is vital for the outset of menstural/reproductive cycle while #22%# is required for its normal functioning.

Another reason due to which the body seems bulky is, the development of different body parts(e.g breast) on the start of puberty.

The fat deposition and gain of weight related with outset of puberty is crucial for proper functioning. And it should not be taken as a risk of becoming obese. And diet shouldn't be limited.
Because Onset of periods can be delayed in girls who restrict their caloric intake and body weight. And it can also lead to a serious nutritional disorder i.e Anorexia nervosa.
