The dialysis tubing is semi-permeable to water.

Osmosis has occurred, and the concentration of starch has relatively equalized on both sides.

To be sure, the concentration was higher in the tubing regarding starch relative to the distilled water. Hence, water would spontaneously diffuse across a semi-permeable barrier to make for equal concentrations, thereby causing the volume of water in the tube to increase.
