The answer is in the definition of both:
Organelles are defined as specialized subunits of the cell that perform specific functions and are present within the cell. These may be membraneous or non-membraneous.
While plasma membrane is phospholipid bilayer surrounds the cell and regulates the movement of materials in and out of the cell. And it encases and protects the organelles present within the cell. Thus cell membrane doesn't fit in the definition of organelle.
