Hydrophobic molecules are water fearing molecules, whereas hydrophillic molecules love water. In other words, hydrophobic molecules repel water and hydrophillic molecules attract them.

Therefore, in order for a bird's feathers to repel water, they would have to be hydrophobic molecules.
