While the Articles of Confederation created a central government in name, the colonists were scared of creating a strong government that might follow British ways of repression so they began a government that had severely limited executive powers. While the new government could create laws and taxes, they were unable to enforce them.

What would you do if you were told to pay money but knew that the person demanding it could not force you to pay? You wouldn't pay them. Even though some people paid taxes out of loyalty to the government they had created, most people's loyalty resided in their individual states whom they specifically fought for. This created a new government that could not raise enough money for the simplest of tasks and was not strong enough to counteract any state decision.
