Yes. At least we can say that water can cause the sensation of wetness.
Explanation:
Wetness is due to the hydrogen bonding that occurs with water molecules. It gives rise to the familiar adhesion that causes strands of hair to "stick" together, for instance.
Of course, this explanation depends on what you consider "wet" to mean. If you feel (as I do) that wetness is the sensation that arises due to adhesion of water to surfaces, with the result that a film of water will coat the surface at some level, then yes, water creates wetness.
Wetness is said to begin when small clusters of water molecules group together, but I'm afraid I can't really go into that, as I am not to clear on the topic.
