Explanation:

Let's assume all oxygen in the atmosphere suddenly converts into ozone. Oxygen volume in the atmosphere is approximately 840 million cubic kilometers.

In terms of ozone it is 560 million cubic kilometers. This is going to be a serious concentration. In other words, by volume, 14.2% of the atmosphere will be ozone gas. It is larger than that of the standard.

EPA revised the primary and secondary ozone standard levels to 0.070 parts per million (ppm). 14.2% ozone concentration is higher than 14,000 ppm. All creatures, probably with the exception of anaerobics, will be affected by this concentration.

Fortunately, ozone decays pretty fast. It is not a stable substance.
