Explanation:

Say that the person was born on December 31st and turned 16 on December 31st, 2017. Then on December 31st, 2018, he turns 17 and on December 31st, 2019, he turns 18.
If the person says this on January 1st, 2018, then he is telling the truth because the day before yesterday (December 30th, 2017), he was 15. Since you are talking in 2018, that means the next year is 2019. In 2019, he turns 18. Although January 1st, 2018 to December 31st, 2019 is closer to 2 years, it can technically still count as "next year".
