Due to stretching the spring by $1 m$ , restoring force acting upwards is F = k x=8×1N i.e $8 N$
Now,downwards force acting on the mass is its weight i.e  mg=(3×10) N or $30 N$
So,net force acting downwards is $\left(30 - 8\right) N$ or, $22 N$
