It is, and it isn't.

Explanation:

Saying it is, would mean that for every teacher, 26 students would be present, or in formula:
#S=26T#

But: the number of teachers (or students) is not a continuous variable. You can't have half a teacher to accommodate 13 students.

For real proportionality you need continous quantities.
