It takes a combination of resources and the technology to create production.

Explanation:

The economic exploration of so called third world countries was based on the exportation of the natural resources of those countries to countries that had the technology to use the resources for production.

Japan had few natural resources but used trade ( and conquest before world war II) to obtain resources from other countries. Japan became ( and is) a powerhouse of industrial might, without natural resources.

The United States had both natural resources ( augmented by taking resources from underdeveloped countries) and the technology to make use of them. This made the United States a high industrialized nation in the past.

Other countries like Nigeria had abundant natural resources but little industry because of a lack of technology and trained people.

Resources and technology are both required for industrial production.
