Replacing the card before drawing the 2nd.

Explanation:

There are 13 hearts in a deck.
The probability of drawing a heart from a deck of 52 cards is 13/52.

Replacing the card back:
The probability of drawing the 1st heart is 13/52.
Card is then placed back into the deck. Then the probability of drawing a 2nd heart is still 13/52.

Not replacing the card:
1. The probability of the 1st card being a heart is 13/52, then the probability of drawing a 2nd heart is 12/52.

2.If the 1st card is NOT a heart then the probability of drawing a heart on the 1st and 2nd turn is 13/52.
