If he plants #x# saplings per row, then
#8x <= 42#

#x# has to be a whole number and cannot be in fraction, as it represents number of saplings.

The multiple of 8 closest to 42 is 40, that is, when #x =5#.

Therefore, if 40 saplings are planted (5 saplings in each of the 8 rows) then 2 are left out.
