Cerebrospinal fluid is produced by specialized ependymal cells in the choroid plexi, located in the lateral ventricles. Its composition is very similar to the serum in blood plasma, other than the protein composition.
The newly produced cerebrospinal fluid circulated through the ventricles, and escapes through small apertures located in the fourth ventricle, where it is mainly contained in the subarachnoid space, to provide a stable suspension of neural tissue (including the brain). Moreover, it's reasonable to conclude it provides nutrients to neural tissue.
Here, it can escape into the blood stream, where it's presumably transported to different parts of the body.
