The structure is fluxional. Here are two views of the compound:

The #eta^2# interaction with #"Cl"-"C"_6"H"_4"CN"# allows for free rotation of the #"C"-="N"# bond at room temperature. If the substance is cooled down, the free bond rotation will slow down.
