It depends how you analyse it
Explanation:
If you discuss them in terms of how they break up particular phrases, then they would fall under structure and I would generally tend to always put them under structure. However if you analyse them by looking at how they change the pace and rhythm of the poem, then evidently they would fall under rhythm.
