Certainly not.

Explanation:

Watergate was just the tip of an iceberg which existed throughout Richard Nixon's career all the way back to when he was Eisenhower's Vice President. In pardoning Nixon, Ford was pardoning a politician involved in some appalling policies. His secret bombing of Cambodia, CIA organised coup, and its invasion, so destabilised the country it eventually brought the Khmer Rouge to power.

In so doing his polices and that of his assistant Kissinger were nothing short of genocide. AS one US comedian stated, irony died when Kissinger won the Nobel Peace Prize for his involvement in the Vietnam peace talks. His North Vietnamese counterpart Le Duc Tho had the good grace to decline his award.
