# Does NO_3 obey the octet rule?

Certainly $N {O}_{3}^{-}$, $\text{nitrate anion}$, does.
For nitrate ion there are $1 + 5 + 3 \times 6 = 24 \text{ valence electrons}$ to distribute. The Lewis structures show charge separation, and localized charges on nitrogen on oxygen.
$O = {N}^{+} {\left(- O\right)}_{2}^{-}$
